I want to purchase a wine cooler and put it in my basement, where it gets cold, and have been unable to find any information about coolers that heat when necessary to maintain ideal temp. Where can I find this out?

Try the Dometic Silent Cellar. I believe it does what you need. It is available on wineracksamerica.com & some other sites as well.
