Building an underground wine cellar. At the painting stage. Any suggestions on recommended types of paint that help in moss control.

Is this outdoors?

In the N hemisphere, it usually grows on the north, or shady, side of the trees, so try to keep your cellar exposure on the south side.

Unless your cellar is constantly damp, I don't think you'll have a problem with that though.
Most manufacturers make mildew resistant paints. Sherwin Williams has a paint specifically made for baths called, interestingly, Bath Paint. They also have another interior latex product called Harmony which is also resistant to mold.
