I believe Seattle is the number one city in the United States for the lowest number of air conditioners per households.
We were there during a heat wave in 2006 I believe, whole city sought refuge from the heat in the million Starbucks as they all had AC

That's very likely. I've passed on them for years, as they're usually not worth the investment for 1-2 days of weather over 90°.
