I don't have any experience with that particular wine but in general I tend to drink Tannat from 3-15 years from vintage date.  Can be a bit tannic in it's youth so might warrant a decant.  Plus yes, I tend to drink it with beef mostly like grilled steak.  Churrascaria is perfect.
