One of the non-voters is Duncan Hunter of San Diego. Recently plead guilty to some crimes associated with campaign finance and is resigning from Congress. Another was Congressman Jose Serrano. He's a Democrat from the Bronx.  His district is the smallest congressional district in the country (area wise). He has Parkinson's disease and has said he won't be running for re-election. The third was Congressman Shimkus of Illinois. Also not running for re-election.  He's been a proponent of food safety and enhancing the FDA's authority in this area.  His views on climate change are strange.  He was recently quoted as follows, as to decreasing carbon dioxide emissions:

"It's plant food ... So if we decrease the use of carbon dioxide, are we not taking away plant food from the atmosphere? ... So all our good intentions could be for naught. In fact, we could be doing just the opposite of what the people who want to save the world are saying."

Wikipedia says: "Shimkus has quoted the Bible to allay concerns of global warming induced rise in sea levels, stating that God had promised mankind through Noah that the earth would never again be destroyed by a flood."
