Been to Ouest twice, and didn't like it either time: small portions, high prices, cold service. Interior design is great, but so what? Blue Water is owned by same people, and also has spotty service. Great oyster bar, but otherwise unremarkable but good food.

Lumiere, as Mishy said, is impressive. Best restaurant in Van, no question. And Pastis has never disappointed. I'm going there tomorrow, in fact.

If you're looking for something new, there's Samba, a Brazillian steak restaurant, downtown. Great beef, not a great wine list.

If you can venture a bit further away, in West Van (quite a way out on Marine Drive) there's a new-ish place called L'Emotion run by a wonderful, friendly couple from Provence (they had a restaurant in Cavaillon, and he came here to be executive chef at the Five Sails at the Pan Pacific for a while), and it's well worth the drive. Converted old house and great 4-course tasting menus; particularly conducive to romantic evenings. I think it's the best new restaurant
