Yes, the smaller rural stores are serviced by private delivery contractors. I'm sure they realise that the product could freeze under extreme circumstances, but they don't use temperature-controlled trucks either.

On the other hand, I wouldn't worry about it too much. Normal wine should be good to -15C, and your Symington ports will survive even colder temps. So I wouldn't worry about it - especially in SW Ontario.
