Just my opinion here but... the problem with steak is it's just not that hard to prepare yourself, the quality/cut are what is paramount to a good steak.  I almost never order steak at a nice restaurant in the US.

 

That being said, I am guilty of ordering the flat iron steak at Sammy's Woodfired Pizza & Grill on occasion.  It's priced in the $20-$22 range and really good for the price.  (They also have lamb chops with crisp Brussels sprouts and a balsamic reduction sauce in this price range, but I digress.)

 

I hear really good things about Silverado at South Point and Sonoma at Sunset Station from people that frequent the upscale/pricier places.  There seems to be a fair amount of agreement that these places have a much better QPR than the big name places and that the big name place are indeed, overpriced.

 

FYI - Sammy's has some killer mini duck tacos on their menu.
