This website will give you most of the info you need, as to shipment rules. Here Most stores will say on their homepage where they will ship. To find wines try winezap.com or winesearcher.com.

Not really, as certain states have reciprocal agreements. So you may be able to order from a California winery but not a New York retailer.

I frequent Wine Library (primarily for bubbles), K&L, and the Grape Tray. All provide reasonable shipping and usually have good prices. However I always consult winesearcher or winezap before pulling the trigger.
