Neither natural, nor necessary, nor the result of a repressive socialist regime, as may be the case in Cuba.

Origin seems to be a compromise (at the time) between the central control of the temperance era, and a free market.

Just a cash cow that governments of all stripes, conservative, liberal, socialist, have clung to, at our expense (on many levels).

Daniel Yergin presented a good argument that the pendulum that swings from centralized economic control to free market does so independently of political ideology The Commanding Heights . Both socialist and capitalist regimes have swung back and forth this way throughout modern history. It seems to be time for our regime to loosen up a bit an allow competition. (Not holding my breath though).

Oh we used to bitch and complain too but the SAQ did improve quite a bit in the past few years to stem the cross-border shopping floods into LCBO stores. I think the LCBO needs to respond likewise.

As an Ontario resident, I strongly agree that overall the SAQ does a much better job than does the LCBO.
