All of good, cheap, and ethnic in one place or any of those things?
See THIS thread for recent restaurant information but they aren't really "cheap" or ethnic.
As for a specific dish Toronto is known for, there isn't one. Toronto is more well known for a diverse population and therefore cuisine.
If you like deli though, definitely check out Caplanksy's. I took some of the Americans visiting during the Italian offline in June there and they loved it. The location has recently moved and is now their own space instead of a counter at the back of a pub.
You can probably find in Toronto a dish that my part of Canada (where I live now, at least) is famous for, namely poutine: frsh cheese curds covered in fries hot out of the oil with more curds on top of that then chicken gravy over it all. Take your cholesteral medicine first!
And of the course, the ubiquitous Tim Horton's donuts and timbits, made even more famous this week on an episode of How I Met Your Mother!

Well, if you're looking for poutine, there's Poutini, Smoke's Poutinerie, and of course the blue chip truck outside of City Hall. But it pales in comparison to poutine I've had in Quebec with proper chicken-based gravy.
It was OK. It is so Canadian. Worth a trip. Don't expect too much, but saying you have been to Gretsky's is worth it. Who knows; he might even show up (yea sure)

Well... if Wayne Gretzky's was on your 'to go' list when in Toronto, then I have to take your comment of "Worst pizza in North America" with a grain of salt.
Seriously though, Wayne Gretzky's is a typical American celebrity-owned sports bar that you can find in any US city. It's located in one of Toronto's biggest tourist traps and, its hockey theme notwithstanding, is hardly "so Canadian."
Next time you're in Toronto and want good pizza, try Pizzeria Libretto.
