Last summer I completed my wine cellar. The room is 10ft X 10ft and hold about 1200 bottles. The room was also built to spec., meaning proper insallation, humidy setting etc. I have a Chilr 900 which was recommended and set at 57 over the summer which never fluctuated until Nov. when the furnace kicked on. The basement is finsihed and the Chilr unit is drwaing form a large room. It was is around 62 when the house is set at 70. I am seeking recommendations or input as to what the problem might be or is 62 okay?

55-60 degrees F is ideal for long-term cellaring - so your 62 should be fine.

And no day to day fluctuations in temp. Season to season (+/- 5 degrees), no problem. Day to day, problem.
