In one review of a Burg, RP mentioned "the constantly cold and rainy, disastrous 1984 vintage," and if memory serves, WS put it somewhere in the 70s or at best low 80s for Germany, at least part of Italy and much of France. Doesn't mean that it was as bad elsewhere, but other than Napa, I don't think either publication was reviewing much else back then.
But actually, why not post this question on his board, since he's not likely to answer it on this one? It might even have been asked before and is somewhere in the archives over there.

My eldest son was born in 1984, and as far as I know, that's the best thing that ever happened that year. The wines were all "dreck" (ask someone who speaks Yiddish to translate).
