What does this mean exactly?
I see a lot of Italian wines start with this term, but I can quite figure it out.

When used in connection with agriculture (i.e. wine in this case) it means "Estate".

Is it strictly name based (ie. Tenuta dell'Ornellaia = Ornellaia Estate) or does it having bearing on quality of the wine as well?

I don't interpret Tenuta to a quality level myself. Stated otherwise, it wouldn't really equate to a California "Reserve" or something along those lines.
